Council Bluffs is located along the east bank of the Missouri River. In 2006, the city had a population of 60,271. The city was founded in 1854 by businessmen and speculators. Council Bluffs is 39.7 square miles with 2.3 square miles on water. The elevation is 1,090 feet above sea level.

The community began to expand because of the California Gold Rush. At that time, most of the Mormons in the area moved on to Utah by 1852. The town was a major stop for people on the Emigrant Trail and steamboat activity was steady. Council Bluffs became a major railroad transportation center with the Chicago and North Western Railway in 1867, the Transcontinental Railroad in 1869 and the Union Pacific Missouri River Bridge in 1872. A number of other railroads went through the area and it was a major railroad center for the country by the 1930s.
